A pensioners’ lobby group has used its annual conference in Brisbane to urge all levels of government to improve the standard of living for older Australians.

The state branch of the Australian Pensioners and Superannuants League (APSL) is discussing health, housing and social welfare.

APSL spokesman Raymond Ferguson says governments are “all talk and no action” when it comes to older Australians.

“All politicians regardless of political persuasion, they all recognise pensioners and seniors are doing it tough out there in the real world, are become more socially isolated,” he said.

“But unfortunately they don’t turn their words into deeds.”

It will be a special celebration, as the League will mark the anniversary, 65 years since its formation from a humble beginning back in 1945 when a small band of women led by Marji Nunan who where widows, both war and civilian, decided to take up the struggle in support of the principle of the right of Widows to be entitled to a pension. They were difficult and tough times for widows, particularly for those who were still raising families.

Undaunted, Marji Nunan and her small band of comrades lobbied the government, rallied in front of parliament; spoke at public meetings until the widow’s pension was proclaimed.  Since that historical struggle, the APSL has a proud history of a struggle and fighting record in the interest of pensioners, seniors, and disabled, indigenous and other disadvantaged people.

For a long period, the work and activities of the League relied entirely on volunteers, and finance was raised by either donations or selling chook raffles. Despite these difficulties, the League continued to grow and branches where established throughout the state. After many years of lobbying state governments, the League received funding in 1989 for the first time which enabled us to employ a part time administrative worker and research officer.

Since its formation and as a result of its activities, the APSL either directly or in alliance with other seniors organisations have been successful in obtaining many benefits that have improved the lives of pensioners and seniors in general. Today the APSL is recognised by the State Government as the peak community organisation that provides services to pensioners, seniors and other disadvantaged people.

The Queensland Competition Authority has announced the biggest annual increase in recent years for retail electricity prices, following a “significant increase in estimates of customer acquisition and retention costs”.

The plan will add an extra $256.80 to the average annual bill, which has increased to nearly $2000 a year since Queensland’s electricity industry was deregulated in mid-2007.

The price rise has been driven by an increase in transmission and distribution costs, an 8.7 per cent blowout in energy costs, and skyrocketing retail costs.

The APSL have opposed Full Retail Contestability (FRC) of the distribution of electricity since its inception. In the last decade we have seen power consumption rise by 90%, this coincides with a population growth in South East Queensland of around 30% in the similar period. The effect, the government and electricity providers has said is a necessary increase in the cost of power supply.

While recognising these significant changes and the impact that population growth has had on electricity demand, the guarantees and assurances that were given to Queenslanders (particularly those in the South East Corner) that the introduction of privatisation of retail suppliers would not increase the cost of power, but would provide the necessary competition to bring about a reduction in the cost of electricity has been proven to be a myth.

Since the introduction of private electricity retailers, the cost of electricity over three years in Queensland has increased by over 30% and with the latest announcement consumers will be looking at nearly a 50% increase in the cost of electricity.

The APSL calls upon the Minister of Mines & Energy, Mr Stephen Robertson and the Bligh Government to extend the current rebate as in other states to those people who hold a Commonwealth Health Card.  Failure to provide assistance to these groups of people is likely to see a further increase in the number of people facing disconnection and further aggravate an already increasing level of poverty in Queensland.

The impact of these significant increases is now having a serious effect within the community and last year the Energy Ombudsman’s report revealed that over 30,000 Queenslanders were disconnected from their source of electricity.  This compares with less than 12,000 accounts in New South Wales. 

Over the last few days, since the price increase was confirmed to the public, the APSL has been inundated with phone calls from worried consumers demanding the ‘re-regulation’ and ‘government intervention’ in this out of control energy pricing mechanism.

Raymond Ferguson, APSL Policy Coordinator says “that seniors, particularly superannuants will welcome the tax breaks announced by Treasurer Swan in regards to the 50% tax discount on interest savings.” Tax breaks will apply as of July 1 for bank, credit unions and building society deposits. In addition, low and middle-income earners and older Australians will also be beneficiaries of this reform.

Of particular value for pensioners, seniors and other disadvantaged people will be the savings announced in the budget on medical prescriptions. The APSL welcomes the memorandum of understanding between the Government and Medicines Australia, which require the pharmaceutical manufacturers to advise of the wholesale prices of drugs sold to pharmacies and hospitals. On average, a saving of $2.85 per prescription will be made. For pensioners and seniors whose health demands require them to take 3 to 4 prescriptions on a monthly basis, this is a saving that will cause some comfort.

Whilst the budget attempts to be “no frills? and responsible, in terms of economic management, we express disappointment that no further adjustment to the base rate of pensions has been made. The increases to the base rate of pensions as from March 20 this year, has long since been eroded as a result of rising living costs of basic and essential items. At the moment, pensions are adjusted every six months (March -September), if the government is serious about maintaining “Secure and Sustainable Pensions” then pensions need to be adjusted on a quarterly basis.

An area we are concerned for is the lack of attention paid towards the need for an increase in rental subsidies for those who are still forced on the private rental market for shelter. Currently approximately up to twenty per cent of pensioners are renting in the private rental market. In Queensland over 30% of pensioners are on the waiting lists for public housing, because of rising rents these pensioners are suffering from housing stress and as a result, many more will join the list of homelessness.

In addition we are also disappointed that the budget didn?t take up the recommendations of the National Health and Hospital Reform Commission Report which proposed a “Denticare Scheme?; a plan to provide basic dental health services to not only pensioners and seniors but for other low income and disadvantaged people which over time would have substantially reduced the waiting list of over 600,000 for basic dental care. This scheme was suggested to be free of charge or heavily subsidised with funding for the scheme met by ¾ of a percent increase in the Medicare levy.

The integrity and implementation of this budget will now be tested primarily on the basis that there are no more “Rudd back flips?. Any reversals in thought on the super profit resources tax will certainly see the health reform nosedive along with any prospect of a budget surplus by 2012-2013 .

In this regard, in its advocacy and research, the APSL has drawn heavily on experiences in other states where FRC had been introduced earlier and demonstrated quite clearly that this has led to significant increases in the cost of electricity to consumers and in particular impacting on pensioners and other disadvantaged people.

Clearly, as a result of this recent announced increase of nearly 16%, the position and opposition taken by the APSL to FRC has proven to be correct.

Ever since the introduction of Full Retail Contestability, there has been an increase in the price we pay for electricity by approximately 35%.

While the Minister of Mines & Energy, Mr Stephen Robertson buries his head in the sand and simply fobs off the increases as being natural and necessary to maintain energy supply and then advisors consumers to shop around for a better deal.  Spare a thought for those consumers, thousands of pensioners, seniors and other disadvantage people living outside of South East Queensland who are subjected to the regulated tariff and cannot shop around.

The previous Minister for Mines and Energy, Mr Geoff Wilson, regularly consulted with the Energy Consumer Reference Group which included the APSL on all issues regarding changes in the costs of energy, particularly impacting on pensioners and other disadvantaged people.  To date, the Energy Consumer Reference Group has not been consulted by the newly appointed Minister.

The pension has been in the past completely inadequate and now pensioners are a major beneficiary of the Federal Budget for 2009/2010.

For almost two years; through lobbying, forums, protests, letters, meetings and begging we have been calling on the Government to show some compassion to pensioners and urgently increase the level of the pension.  Some of our calls have been answered.

Raymond Ferguson, APSL Policy Coordinator says “that pensioners, particularly single pensioners will welcome the increase in the base pension rate as announced by Treasurer Swan.  The $32.49 increase for single pensioners in particular lifts them to approx two-thirds of the age pension base rate.  From this position the APSL is appreciative that our claim for single pensioners of receiving two-thirds of the combined pension rate has been met.  This will help the lives of pensioners who are struggling to meet the growing expenses of living.”

“We express our bitter disappointment though that the combined pension rate remains inadequate

 even with the increase ($10.14) announced in the budget. This is a frustration as the formula of 25% of the AMTWE of single and combined pension rates has not increased to the 35% rate which was the demand of seniors’ organisations in general.”

“In the Government’s failure to make an improvement to this rate, the increases announced will only be a band-aid remedy and will not sustain adequate income for pensioners and seniors in general for the future” said Ferguson.

“We are opposed to the qualifying age for the aged pension being increased to 67 years of age. We feel this could have been avoided if the government gave some consideration to increasing the current pension bonus scheme for those who remained at work for another 2 to 3 years after reaching pension age. In doing this it would encourage prospective aged pensioners to remain at work.”

Adjustments to the marginal tax rate of 40% seemed to be another casualty of this budget.  The APSL had hoped that an adjustment to the rate that pensioners are subjected to concerning a modest income above the current threshold, which is $138 per fortnight for a single and $240 per couple, would be reduced.

“The APSL will continue its activities in support of the ongoing Fair Go for Pensioners Coalition campaign to have the pension base rate adjusted to no less than 35% of the AMTWE and a reduction of the marginal tax rate of 40%.”

Disability Support Pensioners are subject to the same Income and Assets tests as aged pensioners, receive almost the same amount in pension as an aged pensioner (over 21 years of age) yet were left out as far as the latest Federal Budget was concerned.

Quite often Disability Support Pensioners are living alone and because of their disability face more difficulties.  Their disabilities may prevent them from engaging in work, in addition to this lack of income they lack in community involvement and lifestyle.  More often than not they rely on direct family and friends in terms of support for mobility.

The Australian Pensioners’ and Superannuants’ League (APSL) urges the Federal Government to treat Disability Support Pensioners equally as aged pensioners in all aspects.  If a review in the base aged pension level takes place, and it should, then the same should be adopted for Disability Support Pensioners.

The $500 bonus that will be provided to every Australian in receipt of an income support payment over age pension age should also be delivered to those on Disability Support Pensions.

It has come to the attention of the APSL from a Disability Support Pensioner that the prescriptions allowance has not increased in five years, whilst other allowances have been adjusted.

Ray Ferguson, Policy Coordinator of the APSL says “The APSL gives equal attention and support to Disability Support Pensioners as we do with the aged and other pensioners and we consider that all of them have been neglected by past and present governments”.

“This segment of the pensioner group is doing it just as tough, if not tougher in some instances than other pensioners. They deserve a little respect and the provision for a more comfortable living”.

For quite some time pensioner and senior groups including the APSL have been calling on the government to increase the pension, specifically the single aged pension.  This budget has left aged pensioners no better off than before, with many continuing to struggle to meet the cost of living.

Those individuals on Disability Support Pensions seem to be ignored completely, with this group even failing to receive the lump sum annual bonus of $500 that has been promised to pensioners over the next two years.

The Australian Pensioners and Superannuants League of Caloundra will host their “9th Amateur Fun Walk for the Over 50’s & Friends” this year. The Golden Beach based club hosts the annual Walk as part of Sunshine Coast’s Queensland, Seniors Week celebrations proving the Senior’s Week motto “The Time of Your Life.”

On Sunday of Seniors Week 24st of August, walkers will enjoy our beautiful coastal strip as they traverse the 4kms from the Oasis Resort along the Golden Beach Esplanade and foreshore to finish at the Power Boat Club. The Walk entrance fee is $7.00. Participants enjoy a free breakfast before the official presentation with coast identity Benny Pike as MC.

The Walk is separated into age groups from 50-59, 60-69, 70-79 and 80+ as well as a wheelchair/electric scooter class and team event, with the first three winners for males and females in each category receiving a trophy and prizes. All participants are entered into a lucky tag draws with dozens of prizes from local business who proudly sponsor the event.

President Frank Gower said, “From humble beginnings our members have worked hard to ensure the walk’s growth over the last several years and it has now become one of the Coasts major Senior’s events with over 300 participants. To host an event like this takes a lot of team effort and planning. We have a wonderfully dedicated membership base and many fantastic sponsors that all pull together to make the day a success.”

The  Australian Pensioners’ and Superannuants’ League (APSL)  invite the media, pensioners and carers of pensioners to attend a public forum to be held at the office of the  APSL to discuss the impact of the Federal Budget and what it means for pensioners.

In recent times there has been much discussion about the position of pensioners arising from the report handed down by the Senate Committee Inquiry into the Cost of Living and the impact on older Australians

.  The APSL is committed to supporting pensioners in all aspects of their lives.  A public forum is a way that pensioners can make their feelings know to the government and community and in exchange face Government officials and their explanations of their decisions and actions.

Invitations to address the forum have been extended to several members of Parliament.

The Australian Pensioners’ and Superannuants’ League, Qld Inc. (APSL) endorse the Bligh Governments decision to implement tougher and new penalties for power companies that over charge pensioners.

Ray Ferguson, Policy Co-ordinator of the APSL says, “We welcome the decision of the Bligh Government to impose these new penalties on the energy provider companies.”

“It has now been well over 12 months since Full Retail Contestability was introduced to small energy home users, which has been more than enough time for these energy retailing companies to have their databases properly arranged and organised so as to make sure that struggling pensioners, seniors and other disadvantaged people receive the rebates that the State Government provided and which they are justifiably entitled to. This includes not being billed the ambulance levy.”

“In particular the APSL congratulates Mines and Energy Minister, Geoff Wilson for his commitment and consistency in his determination to make sure that these energy companies either tow the line or pay the price.”

The Australian Pensioners’ and Superannuants’ League, Qld Inc. (APSL) supports the Consumer Action Plan initiative of the Department of Mines and Energy.  Following the decision by the Queensland Competition Authority (QCA) to increase the maximum price cap for electricity, steps taken to ensure that the financial burden for pensioners and low income earners will be limited is welcomed.

We support:

• The Increase in the State Government’s rebate for pensioners and seniors to match the electricity price rise – the rebate is currently around $145 a year;
• The $450,000 over 3 years to fund a consumer advocate service for the Queensland Council of Social Services (QCOSS) to conduct energy consumer research and to take the views of pensioners and people in financial hardship directly to the body that determines the electricity price cap, the QCA.
• Immediate secondment of a departmental officer to work with QCOSS and other key consumer groups such as the Queensland Consumers Association and ourselves to help set up the consumer advocacy service;
• EnergyWise kits for pensioners, seniors and low income earners with tips to help them save energy and save money

As a senior over 60 years of age, who has retired from full time employment and has possession of a Queensland Seniors Card you are entitled to a number of benefits and discounts including a concession on public transport, car registration and on energy (Electricity &Gas). The energy companies appeared to be unaware of the fact that consumers possessing this card are entitled to these concessions.

As a result of the Full Retail Contestability, seniors and pensioner information appears to be missing from numerous retailers’ database systems.

What the retailers are saying to the Consumer Reference Group is that it is up to the individual consumer to contact their retailer and advise them of their Queensland Seniors status or Pension status and provide the appropriate identification to receive these rebates.

The APSL is concerned that many seniors and pensioners are not aware of this requirement.  These consumers may not have access to physically visit the retailer or may not be able to use other methods of contact such as internet to update their details.

The APSL would like to know what more can be done to ensure that all seniors and pensioners have an equal ease of access to the electricity and gas rebates they are entitled to, without having to go to the lengths to register with their retailer.

Popularity of the Awards has resulted in over 1500 entries from journalists across Australia each year in various categories”.

This year The Comet, Journal of the APSL was recognised for being best in its class and was awarded winner in the Senior Special Newsletter Articles.  

The article that was the focus of this award was the feature article in the July Issue titled “Helping Everyday People…everyday”.  This article focused on the generosity and support that volunteers of Loaves and FIshes in Logan City give to everyday people; pensioners, low income earners and those living on the poverty line. 

The judging panel consisted of OPSO members, journalists and journalism educators.  The judges awarded those who with excellence, best illustrated positive ageing and as OPSO President Val French put it ‘those who have helped empower all citizens to seek social justice’.

The judges made special mention of the consistency in the high standard of articles in The Comet throughout the year.

Natasha Anich, Editor of The Comet and author of the “Helping Everyday People…everyday” article and President of the APSL Frances Nord accepted the award presented by the representative from Aged Care Queensland Inc and The Honourable Rachel Nolan MP, representing the Minister for Communities, Seniors and Youth, The Honourable Lindy Nelson-Carr MP.

After more than two years of lobbying by QCOSS, peaks and statewide organsitations for the development of a Compact partnership agreement with government, the State Government has agreed in principle to the negotiation of a Compact with the community services sector. This descision was made in Cabinet in November 2007.

The Compact will be across six government departments; the Department of Communities, Disabilty Services Queensland, Queensland Health, Department of Housing, Department of Child Safety and the Department of Justice and the Attorney General. 

The Compact is being jointly developed by the government and the sector, with the  process driven by the Department of Communities on behalf of all government departments involved and QCOSS.  The QCOSS Futures Forum will lead negotiations around the Compact on behalf of the sector.

The Compact is intended as a framework to guide the relationship between the sector and government, articulating the vision and goals which will underpin the relationship.  It commits both parties to actions that will contribute to better outcomes for Queenslanders by fostering strong working relationships and driving engagement, planning, policy, processes, strengthening sector capacity and service quality.

The government’s decision to inject $4.8 billion as an immediate down payment on long term pension reform and any further relief pensioners may receive, in terms of pension payments or bonus payments is welcome by the Australian Pensioners’ and Superannuants’ League, Qld Inc. (APSL). 

APSL President, Frances Nord said “this is a definitely a start.  It will make it a lot easier for pensioners heading into Christmas”.

Policy Coordinator, Ray Ferguson cautioned “it is welcome; however, we want to make our position clear that we won’t accept these payments as compensation or in lieu of in any form relating to the outcome of the pension review.  Any bonus payment must be in addition to adjustments to the base rate of the pension and proper adjustments to the marginal tax rate that pensioners are subjected to.”

Ferguson also commented that “it is interesting to note that Prime Minister Rudd made this announcement on the eve when pensioner delegations from all states are converging on Canberra, to put forward further pressure on government ministers to deliver proper adjustments for pensioners in relation to the pension review outcome”.

In December, single pensioners will benefit from a payment of $1400.00 whilst couples will receive a benefit of $2100.00 per couple. 

APSL State Secretary, Joy Ferguson, said that “the payment is a real pleasure for single pensioners and couples on a pension; this bonus will provide a real lift for many pensioners”.

All holders of the Seniors Card in South Australia will be able to travel free on trains, buses and trams from 9.30am to 3pm on weekdays, all weekend and public holidays from July 1.

South Australian Premier Mike Rann said it was an “initiative that older South Australians deserved.” The initiative is said to attract even more people to public transport and would improve the situation on peak-hour travel by freeing up more space for those commuters.

Mr Rann said people were being hit hard during the global economic downturn - especially self-funded retirees whose investments were returning very little as interest rates dropped and so much had been wiped off the value of shares and stocks.

“We want older people to keep moving and this scheme offers a good incentive to help them to do so,” Mr Rann said.

Raymond Ferguson, Policy Coordinator says “not only will free transport during off-peak hours allow seniors to move more freely, it allows them to catch up with family and friends, take care of their household duties like grocery shopping and enables them to get to their caring roles as grandparents.”

“In addition, it will fill up many of the empty buses and trains that travel around between 9 and 3.”

“We call on Premier Anna Bligh and Minister for Transport, Rachel Nolan to carefully consider the model of the South Australian Government and implement a similar strategy in Queensland.”

An Audit of QAS in December 2007 recommended non-emergency patient transport services be made contestable in Queensland while recognising that QAS would need to continue to provide a certain level of service.

Minister for Emergency Services Neil Roberts said the government has decided QAS will continue to provide this important service for the people of Queensland.

“The QAS Audit was all about focusing resources on the front-line,” Mr Roberts said.

“I have always said that a decision on contestability would only be made after consideration of all of the options, including the full retention of the current non-urgent patient transport service.

“We have also taken part in broad consultations with unions and paramedics with first-hand knowledge of the importance of patient transport services.

“Following consideration of all the issues, and submissions made by the Liquor Hospitality and Miscellaneous Union, Cabinet has decided not to make non-urgent medically authorised QAS patient transport services contestable.

“This is a win for our frontline emergency services and a win for the people of Queensland.”

“The Bligh Government is committed to providing a first-class ambulance service for Queensland.

“Our continued commitment to non-urgent medically authorised patient transport services is further demonstrated by our $4 million investment in 30 new patient transport vehicles this financial year.”

Ray Ferguson, Policy Coordinator calls for “an appropriate discount for pensioners and seniors regarding fuel would greatly assist them in maintaining contact with the community and in particular with their families and friends.”

“Mobility for pensioners is essential in maintaining a proper community lifestyle, particularly where public transport is not available or is inadequate.”

The APSL will pursue the suggestion of a ‘Pension Fuel Discount Scheme’ with the relevant government departments and bodies.

The world community will once again be reminded of the types of abuse older people face on World Elder Abuse Awareness Day - June 15.

It is a sad fact that there are older people in our communities who are being abused, mostly by people who in one way or another exercise some power over them.  It is estimated that some 27,000 older people in Queensland are abused each year by someone they trust.

The Australian Pensioners’ and Superannuants’ League, Qld Inc. (APSL) has been involved with communicating the rights of older Australians for many years.  This year the League has released the Fourth Edition of the publication Abuse of Older People.  This book was first released in 1995 and is sponsored by the Public Trustee of Queensland.

The booklet is intended to help older people whose rights are not being treated with the respect they deserve, or those who may be concerned that others could be in this situation and need help.

• an immediate adjustment of the single base pension rate to at least 70% of the combined couple pension rate. e.g. $328.65 per week/ $657.30 per fortnight (70% of couple on pension as at Sept 20, 2008) – That is an increase of $95.20 per fortnight/ $47.60 per week.
• a substantial increase in the maximum rental assistance currently being provided to pensioners
• a review of the marginal tax rate that both single and combined pensioners are confronted with, a single pensioner trying to exist on $273 per week and if they are fortunate enough to earn extra income, if that income exceeds $66 per week, then they are faced with a marginal tax rate of 40%, the same marginal tax rate also applies to pensioners on a combined income
• all lump sum bonus payments to apply to all pensioners, including those on a disability support pension
• legislation and regulation to protect pensioners who seek to take out a ‘Reverse Mortgage’
